Diverting TARP to Add Jobs

President Obama noted in his speech, earlier this month, that our economy's biggest threat to date is the soaring unemployment rate.

"If we can't grow our economy, then it is going to be that much harder for us to reduce the deficit," Obama said at an administration jobs summit last week. "The single most important thing we could do right now for deficit reduction is to spark strong economic growth."

On Monday, December 7th, Administration officials said that Wall Street firms are repaying federal bailout funds faster than expected, a development that is sparking a debate in Washington over what to do with the repayments.

If Congress approves the use of the TARP funds, The President's Economic Recovery Advisory Board has recommended the following actions proposed under the Troubled Assets Relief Program:

  1. Instituting a weatherization program, dubbed "cash for caulkers," that would provide financial incentives for people to make their homes more energy-efficient.
  2. Extending jobless benefits and health-care aid for people out of work
  3. Providing a new round of federal aid to states to prevent them from laying off public employees.
  4. Freeing credit for small businesses.
  5. Establishing an infrastructure bank that would allow the federal government to float bonds for large public works projects.

The million dollar question is: Will politics ultimately play into the decision of how to use the unspent bailout funds?

The administration is aware that worries over high unemployment often trump voters' concerns about budget deficits, said analysts and economists in contact with Obama's aides. Democrats on Capitol Hill say the idea of using a Wall Street bailout to help small businesses has a lot of appeal among lawmakers and voters.

Air Force joins Twitter to feed job opportunities

RANDOLPH AIR FORCE BASE, Dec. 8, 2009 – Twitter, Facebook, YouTube, Flickr. The Web is fueling society's digital hunger for real-time information and dialogue, and officials at the Air Force Personnel Center and the Air Force Services Agency are serving up the first course.

Two Twitter accounts currently are being managed by the public affairs office staff at Randolph: AFCareers and USAF_Services

Twitter is a free micro blogging site where users post messages, called tweets, in 140 characters or less, from a computer or mobile device.

To grasp how concise the text-like messages must be, the previous sentence used exactly 140 characters.

At www.twitter.com/AFCareers, people can track the latest program implemented, look for links to civilian job announcements, keep up-to-date with Wounded Warrior Care and find out what's new for retirees

On www.twitter.com/USAF_Services, cyber junkies can learn about special events, read up on the latest Year of the Air Force Family celebrations and follow the transition of Air Force Crossroads to www.usafservices.com/home.aspx.

And most importantly, Twitterers can tweet back with their thoughts and opinions.

People have two primary avenues for viewing these Twitter feeds. They can visit each page randomly; or they can "follow" the accounts and have the most recent tweets flow directly to them when they log into their accounts.

As of Oct. 31, there were nearly 25 million Twitter accounts registered in the United States, according to a report from Quantcast Corp. Approximately 44 percent of the users self-identified themselves as being 18-34 years old. Those 35-49 made up the second largest percentage of users at 28 percent.

Within the Air Force, a significant number of people are within Twitter's primary users' age: almost 40 percent of the force is below the age of 26.

As officials look into 2010, the public affairs staff will begin revving up their Web presence using podcasts, Facebook and LinkedIn in a synchronized effort to keep Airmen informed of activities that impact their personal and professional lives. When these sites go live, they will be announced via Twitter and other marketing venues.

VA To Survey Veteran Households

WASHINGTON, Dec 3, 2009 – Secretary of Veterans Affairs Eric K. Shinseki announced the Department of Veterans Affairs (VA) has launched a national survey of Veterans, active duty service members, activated National Guard and reserve members, and family members and survivors to learn if they are aware of VA services.

"By hearing directly from Veterans and their family members, we gain valuable information to help us serve them better. We hope those who receive the survey will respond to it," Secretary Shinseki said

In addition to assessing awareness levels, the National Survey of Veterans will collect important health care, benefits, employment, and demographic information that VA will use to inform policy decisions and improve benefits. Recognizing a broader client base than just Veterans, this is the first time VA has included others, such as Veteran family members, in its survey population.

VA is mailing out survey “screeners” to more than 130,000 households to identify potential survey participants. The screener asks if anyone in the household is a member of one of the identified survey groups – Veterans, family members and survivors, active duty, Guard or Reserve members. Eligible survey participants then may be requested to participate in a full-length survey.

Participants will be able to select a preferred survey method: through U.S. mail, telephone or a password-protected Internet address. VA expects approximately 10,000 Veterans to complete the full-length survey.

This is the sixth VA National Survey of Veterans since 1978. The information collected will help VA in its efforts to design and conduct outreach to Veterans. In addition, it will provide a clearer picture of the Veteran population’s characteristics to help evaluate existing programs and policies and measure their impact.

The data collection is expected to be finished by the end of February and the final report released by December 2010.

Army's HooahMail Gets Letters to Afghanistan

WASHINGTON, Dec. 6, 2009 - The Army's HooahMail program makes it possible for friends and family members to put a paper letter and photograph into the hands of their loved ones in Afghanistan, in some cases, on the same day it's sent.

The one-year pilot program is scheduled to begin Dec. 1 and makes use of the Internet combined with physical mail delivery to create a hybrid mail system that can get letters into the hands of Soldiers in remote locations much faster than regular mail delivery alone.

"This gives Soldiers actual printed correspondence that is sent from their family members that they can take out on a mission with them and read and reread again," said Bill Hilsher, Army postal program manager.

Family members that want to send a letter and a photograph to a Soldier in Afghanistan would log into the program's Web site at www.hooahmail.us. There, they type in their message and attach a digital photo. They also add delivery information for their Soldier, as though they were addressing a paper envelope.

Their electronic letter is sent via the Internet to one of 10 locations in Afghanistan where special equipment will automatically print it, fold it, stuff it into an envelope, address it, and seal it. The sealed envelopes are then placed into the regular intra-theater APO mail delivery system.

Hilsher said depending on where Soldiers are in Afghanistan, the paper letter from home could be in their hands the same day as mother sent it, or it could take as many as four days. A paper letter sent directly from the states takes much longer, Hilsher said.

"Compared to traditional mail ... it reduces it from an average of 14 days down to same-day or next-day, ready for delivery," he said.

The HooahMail program is free for family members and friends, and is available for Soldiers in Afghanistan only.

Hilsher said the Army postal service expects the program to benefit the service during the holiday season, when it typically sees increases in mail traffic.

"During the holiday season, that's your busiest time and this is going to augment that system," he said. "It'll give friends and families a way to send a message to their loved ones in a timely manner for the holiday season."

Hilsher also said he thinks the improved delivery time will have a positive effect on Soldier morale.

Service for the Army's HooahMail pilot program is provided by "SuperLetter," which provides similar services to the British military for its "e-Bluey" program and the U.S. Marine Corps for its "Motomail" program.
