BackARLINGTON, Va., Oct. 13, 2009 – The Army’s top military officer and civilian leader underscored the service’s commitment to Army families at last week’s annual meeting and exposition of the Association of the U.S. Army.
Reaffirmation of the Army Family Covenant by Gen. George W. Casey Jr., Army chief of staff, and Army Secretary John M. McHugh shows that families are taking the forefront in the readiness picture, officials said.
At an Oct. 7 forum sponsored by the Institute of Land Warfare during last week’s event, several family advocates outlined how the covenant has affected families and what they can expect in the future.
The Army has doubled its investment in family programs from $750 million to $1.5 billion, said Kathleen Marin, director of installation services for the office of the assistant chief of installation management, who highlighted some programs and initiatives that have evolved since the Army Family Covenant first was signed in 2007. They include:
Also, a new program called Comprehensive Soldier Fitness has begun with basic training recruits. Modeled after Army physical training, it is a psychological fitness initiative that will leave soldiers with mental strength and resilience through physical challenges.
"It's not a cure-all, but it helps prevent negative outcomes," said Army Brig. Gen. Rhonda Cornum, the program's director. It's slated to start in the active Army in November, and it will be available to family members in January.
Army Col. David C. Moran from the office of the chief of chaplains told attendees how a 10-year-old program called Strong Bonds has benefited from funding by being placed under the Army Family Covenant. Similar to unit stand-downs, it's a retreat-based program in which family members get away from work and home to build stronger relationships.
The number of participants has doubled every year, and in 2010, it's projected to have 4,000 events totaling more than 365,000 participants.
Army Brig. Gen. Richard W. Thomas, office of the surgeon general, said that while the Army Family Covenant has affected health care programs and initiatives, it's up to leadership and family advocates to keep soldiers and families informed on how to access health services. Over the past 20 years, the number of Army hospitals has shrunk as the growth of Tricare military health plan networks has replaced much of what those facilities had provided.
To get the word out on the Army Family Covenant, the Family, Morale, Welfare and Recreation Command has instituted an aggressive marketing campaign that "will highlight the strength of the American soldier and his or her family," James Abney, a command official. At the forefront is the Army and Air Force Exchange Service, with in-store messaging, food court tray liners and 100 fleet trucks carrying the family covenant message.
U.S. Army Accessions Command officials said they will get the message out to recruiting stations to ensure potential recruits know the importance of family members in the Army.

BackWASHINGTON, Sept. 28, 2009 – Checks for up to $3,000 soon will be available to students who have applied for Veterans Affairs educational benefits and who have not yet received their government payment.
The checks will be distributed to eligible students at VA regional benefits offices across the country starting Oct. 2, VA Secretary Eric K. Shinseki announced Sept. 25.
“Students should be focusing on their studies, not worrying about financial difficulties,” Shinseki said. “Education creates life-expanding opportunities for our veterans.”
Starting Oct. 2, students can go to one of VA’s 57 regional benefit offices with photo identification, a course schedule and an eligibility certificate to request advance payment of their housing and book allowance. Because some students don’t live near one of those offices, officials said, VA expects to send representatives to schools with large veteran-student bodies to work with veteran service groups in helping students with transportation needs.

“I’m asking our people to get out their road maps and determine how we can reach the largest number of college students who can’t reach us,” said Patrick Dunne, VA’s undersecretary for benefits. “Not everyone has a car. Not everyone can walk to a VA benefits office.”
Although VA officials said they don’t know how many students will request emergency funds, about 25,000 claims are pending that may result in payments to students.
The funds VA will give to students now are advance payments of the earned benefits for housing and books, and will be deducted from future education payments. VA officials said students should know that after this special payment, they can expect to receive education payments on the normal schedule: the beginning of the month following the period for which they are reimbursed.
“This is an extraordinary action we’re taking,” Shinseki said. “But it’s necessary, because we recognize the hardships some of our veterans face.”
More than 27,500 students already have received benefits for housing or books under the new Post-9/11 GI Bill, or their schools have received their tuition payments, officials said.

Dennis Linn stood explaining his artwork to curious viewers, and how his acrylic painting and raised sand/plaster sculpture earned him two gold medals and a spot in the 2009 National Veterans Creative Arts Festival in the San Antonio Municipal Auditorium here Oct. 11.
More than 3,000 veterans from 123 Veterans Administration facilities across the country entered various categories in the following divisions of art, creative writing, dance, drama and music during the local-level competition phase this past winter. Colonel Linn was one of 120 winners who attended the week-long festival, which concluded with a visual art exhibit and a variety stage show.
Before the conclusion the festival, the artists attended workshops exploring a variety of artistic venues and toured local art museums.
The festival was a venue for artists from around the country to share artistic techniques as well as swap war stories.
"This is a great way to meet other creative vets. Talk with them and make new friends and learn new techniques," Colonel Linn said.
Colonel Linn has loved art since his youth. He taught art at the U.S. Air Force Academy early in his career and says he was able to use it throughout his career as a protocol and public affairs officer. Now that Colonel Linn has developed cardiac disease, he says art has become a sort of therapy for him.
"It takes your mind off the fact you have a problem," said Colonel Linn. "It helps me and the other veterans who have some disabilities. It's therapy -- creative arts therapy. You live longer when you're not stressed out."
However, Navy veteran Robert Elling has disabilities that are a little more obvious than Colonel Linn's. A Vietnam veteran, Mr. Elling lost a knee as a result of an aircraft landing accident after a patrol mission. The missing knee isn't what made his intricately stained wooden portrait so interesting, it's his ability to manage his disability.
"I get the shakes real bad," said Mr. Elling. "When that brush gets down to the wood, the shakes just stop."
Besides the shakes, Mr. Elling still deals with pain from the missing knee and says staining his pieces is as good as any pain medication.
"It takes my mind off the aches and pains," he said. "I have phantom pain and real pain -- It just removes pain because you're concentrating so much on something else."
Mr. Elling says when he does think of his missing knee, he thinks of the coming reunion.
"Twelve inches of me have already made it up to heaven," he said. "When I get up there, I'm going to collect all my pieces and be whole again," he laughed.
